Context: 

The EU – Viet Nam Sustainable Energy Transition Programme (SETP) of EUR 142 million for the period 2022–2027 is funded by the EU. Through SETP, the EU and the Government of Viet Nam (GoV) are working together to boost the sustainable energy transition in Viet Nam, aiming at achieving Viet Nam’s Net Zero goals by 2050, in line with the Paris Agreement.

SETP consists of a budget support component and four complementary support projects, including the EU – Viet Nam Sustainable Energy Transition Facility (EVSETF). EVSETF focuses on providing demand-driven expertise and capacity development in renewable energy (RE), energy efficiency (EE), and energy information systems through technology and knowledge transfer, policy advisory, regulatory frameworks, power market analysis, and energy planning. EVSETF also supports the disbursement of budget support under the SETP and the Secretariat of the Viet Nam Energy Partnership Group (VEPG).

The EU–Viet Nam Sustainable Energy Transition Facility (EVSET Facility) is responsible for overseeing Communication and Visibility (C&V) activities under the EU–Viet Nam Sustainable Energy Transition Programme (SETP), as well as broader support to Viet Nam’s energy sector. As part of this mandate, the EVSET Facility is launching the Sustainable Energy Transition Youth Communication Competition – WATT UP, a national initiative designed to engage Vietnamese youth aged 18 to 25 in promoting sustainable energy transition.

The WATT UP – “Chuyện điện đóm – Let’s talk energy” competition invites young people across Viet Nam to develop and implement their own digital communication campaigns on topics such as clean energy, energy efficiency, and climate action. By leveraging creativity and social media platforms, the initiative aims to expand outreach, foster peer-to-peer engagement, and empower participants to become “Green Energy Ambassadors” within their communities. Through this approach, the competition contributes to strengthening public awareness and ownership of Viet Nam’s Net Zero 2050 commitment, while highlighting the tangible impact of SETP and the EU–Team Europe partnership..

To support the upcoming launch of the youth competition, the EVSET Facility is inviting qualified consultants and/or firms to develop the key visual concept and associated communication materials.

 

Scope of Work

The selected consultant or firm will develop the following design outputs. All materials must reflect the themes of sustainability, clean energy transition, youth engagement, and innovation, and remain consistent across digital and print formats. All designs are subject to review and approval by the EVSET Facility and the EU Delegation prior to finalisation.

The scope of work includes, but is not limited to, the following tasks:

  • Participate in a briefing meeting with the EVSET Facility to clarify design requirements, competition objectives, target audiences, and branding guidelines.
  • Develop the key visual concept and a cohesive visual design package for the competition, aligned with the existing SETP visual identity and EU visibility and branding requirements.
  • Design visual assets for digital communication, competition materials, and key competition events, ensuring the designs are creative, youth-oriented, and suitable for both online and offline use.
  • Develop a concise Competition Identity Guidelines document to guide the consistent application of the competition visual identity across all materials.
  • Prepare and deliver final design files in appropriate formats for digital and print use.

 

Deliverables

The selected consultant or firm will be expected to deliver the following:

  • One (01) draft master key visual for the competition, establishing the overall creative concept and visual identity of the campaign, including the proposed colour palette, typography, and general visual direction.
  • A set of fifteen (15) social media post visuals developed based on the approved key visual and consistent with the overall design concept, adaptable for campaign communication across digital platforms.
  • Participation in the design development process, including discussion and refinement of the specific themes, messaging, and formats of the social media visuals in coordination with the contracting authority.
  • Original design materials developed specifically for the competition, delivered in high-resolution formats with editable source files, together with optimised versions suitable for digital and social media use.

 

Duration and Work Schedule

The assignment is expected to be completed by the end of April 2026. The exact timeline for each deliverable batch will be confirmed by the EVSET Facility following contract signing, in alignment with the competition implementation schedule.

The consultant or firm must submit a proposed work plan and delivery schedule as part of their technical proposal. The work plan should indicate expected delivery dates for each deliverable and anticipated review and revision cycles.

Total duration: Three weeks, following contract signing date, in line with the competition implementation timeline.

 

Qualification Requirements

Design Expertise (Required)

Applicants must demonstrate strong technical capacity through their portfolio and past work, including:

  • Proven experience in developing creative concepts, graphic design, and communication materials for both digital platforms and offline events/campaigns.
  • Proficiency in industry-standard design software (e.g., Adobe Illustrator, InDesign, Photoshop, or equivalent tools).
  • Demonstrated experience in producing social media content optimised for major platforms (Facebook, Instagram, TikTok, YouTube).
  • Ability to manage and deliver multiple design outputs within tight deadlines, while effectively incorporating consolidated feedback from multiple stakeholders.

Preferred Qualifications (Added Advantage)

The following qualifications will be considered an advantage:

  • Ability to develop visual concepts aligned with themes such as sustainability, climate change, clean energy transition, youth engagement, innovation, and youth engagement.
  • Prior experience working with EU-funded projects or international development organisations.
  • Strong understanding of youth-oriented communication styles and digital content trends in Viet Nam.

  • Portfolio of relevant design work, demonstrating experience and capacity in meeting above requirements (minimum three examples; links or attached files accepted).
  • Technical proposal outlining design approach and timeline.
  • The total budget for this assignment is fixed at EUR 3,000 (all-inclusive of all fees, taxes, and expenses). This amount is non-negotiable.
  • Applicants are required to submit a financial proposal in VND. Inclusive of all applicable taxes, with a cost breakdown by deliverable as listed in Section 4 – Deliverables. The total amount must not exceed the fixed budget and should also be converted into EUR using the exchange rate published on the European Commission’s InforEuro
